Srvcsurg.exe
Srvcsurg.exe belongs to Microsoft® Server Appliance Kit (SAK). According to Microsoft, this is a complete toolkit that enables Original Equipment Manufacturers (OEMs) to quickly build server appliances that leverage the power of Microsoft Windows® technology - I think what this means is allow 3th party vendor to ship "Headless Servers" that you can administer and configure your server remotely using HTTP protocol over the web.
The software is installed in C: \ WINDOWS \ system32 \ serverappliance folder.

On IIS Web Server, it is found in the Site Name of Administration and by default it uses port 8099 (HTTP) and 8098 (HTTPS).
If you don't use this feature, it is quite safe to remove it. The program can be unistall directly from Software Add / Remove.
